OET's wireless item on the agenda for next week's Commission meeting is a
Notice of Inquiry, which will ask general, open ended questions about the
possibility of using 3650-3700 MHz, and using spectrum allocated to
television broadcasting, for unlicensed operations along some of the lines
contemplated in the Spectrum Policy Task Force report.
That is, the FCC wants to know whether it would be possible to populate the
bands with "smart" unlicensed devices that would be programmed to avoid
interference with licensed users. The devices might, for example, be able
to interface with a database that identified the locations of all earth
stations in the band. By comparing this information with location
information from a GPS receiver, one conceivably could develop a protocol
that would inhibit the devices from operating within a specified distance
of any earth station.
