Texas, U.S. Challenged by Mexico Over Executions
Mexico approached the International Court of Justice at the Hague Jan. 21, demanding stays of execution for all 51 Mexican nationals currently on death row in the United States, 16 of those Mexicans are held in Texas. Last year's execution of Javier Suárez Medina by Texas sparked tensions between the countries. The United States has systematically denied Mexicans their rights to contact their consulates for help at the time of arrest, as mandated by the 1963 Vienna Convention on Consular Relations. The U.S. State Department has called Mexico's move a "deep intrusion into the sovereignty of America's criminal justice system."
