Report on the first full inspection of Ashfield Young Offenders
Institution, the UK's first privately run juvenile jail, which opened in
November 1999. The report is scathing in its criticism of the contractor,
Premier Prisons Services, and suggests that the terms of the contract may
have contributed to the multiple deficiencies in management of the facility
- 'The monitoring bodies had the power to penalise, but not directly
prevent. Their different criteria and perceptions sent messages which were
sometimes mixed, or even contradictory. Premier itself was unable, or
unwilling, to look beyond the terms of the contract it had itself
renegotiated with the Prison Service after the Youth Justice Board reforms.
There were insufficient mechanisms for collective, coherent and proactive
