In 1927 Winston Churchill ordered the gassing of Kurdish tribesman, rationalizing his decision on the basis that the Kurds were "uncivilized." Thousands died in the gas attacks.

In 1941, Winston Churchill ordered British scientists to commence an urgent program to develop weaponized anthrax for use against Nazi-occupied Europe. He knew from the outset that such an attack would kill both occupied and occupiers alike. The plan was never implemented, but not because of humanitarian concerns; the scientists encountered (or at least they claimed to have encountered)tremendous technical obstacles in their attempts to weaponize the anthrax cultures they produced. This and other technical difficulties resulted in the abandonment of the project.

Winston Churchill was responsible for the deaths of many thousands of his own countrymen. Although the British government had cracked the German Enigma cipher and knew ahead of time the exact timetable for the Nazi bombings of major British population centers, Churchill decided not to order evacuations or otherwise alert residents of targeted areas. He feared that warning the people would signal to the Nazis that the Enigma code had been broken, and felt that allowing thousands to be killed in the bombings would serve as a positive indication the code was secure.
