I think the US believe that, with the USSR gone, they are too big for anyone in the rest of the world (or even the whole of the rest of the world) to take on. In a strict military sense, that is probably true too - but of course not in economic or new-generation assassination war (which of course the CIA more or less pioneered, but hush, don't mention that)
