As Daniel just reminded me in another post - these things get send over a DGRAM socket to idle, and in theory at least UDP packets _could_ be limited to not much over 500 bytes, so maybe it's an attempt to keep them UDPable. I don't know. Bron ( now to look at DoS by zillions of headers... )
