Our git history shows that the restriction that prevents simultaneous partition move+rename was introduced sometime between 2.2 and 2.3. The changes were merged en masse in 2006 by Ken Murchison, but there's no history (at least in git, that I can find) of who developed any individual change. For lack of an authoritative source, my inference is that we forbid renames during partition moves to reduce the amount of potential mess if it fails midway through. Given that this behaviour has been stable for at least 11 years at this point, I think it's fine; and I think the openSUSE patch is bogus and should be removed, as it inverts the behaviour completely from any other Cyrus environment.
