Of course you could also just find mailman hosting somewhere -- I host some lists myself, and it works well and people are familiar with it. It's also easy to import archives[1] and the default archive pages have links to download the raw archive. Perhaps the scipy.org folks would be willing to help? They already host a number of lists, not just for scipy[2].
