Refs #4188: Adds API for CyRootNetwork Collection Task/Factory (selected
root-networks) and removes previously created RootNetworkTask, because the
concept of *current root-network* is difficult to visualize and explain in the
current Network UI.
**NOTE:** This service been marked for deprecation:
https://developer.github.com/changes/2018-04-25-github-services-deprecation/
Functionality will be removed from GitHub.com on January 31st, 2019.
