Add link to tutorials.cytoscape.org in Help menu
(CYTOSCAPE-12497) and provide better integration with CyBrowser. By
default, OpenBrowser not opens the URL in CyBrowser. The previous
behavior can be restored by changing a cytoscape3 property.
