Backport 3.8.x : Add ie.html test page and revise test code to use ES5 #2511
#2513
- The IE test page currently works with Babel and polyfills disabled.
- Babel and polyfills are enabled so that contributors can write ES6+
tests in future without issue.
- The IE test page uses older versions of Mocha and Chai. Newer
versions do not support IE.
- Note: Running Babel in the browser is slow.
