Add the initial design of the "welcome aboard" comic panel help
Changes:
- It has better support for different screen sizes. It works on phones,
tablets, and desktops.
- The "OK" button has better placement, dependent on the screen size.
- Branding has been added to the help. The logo of the app has been updated as
well. In order to remove old image files that are now unused, the home page
has been cleared out in anticipation of the new home page design. (This
clearing removes a bunch of errors.)
- There's an "x" icon in the top corner to close the help.
- The help animates to the top-left logo menu when closed. This lets the user
know where to find the help after it's been closed.
Future improvements:
- In the "2. Connect those that interact" section, the small line outside of
RAS should be semitransparent #532.
- In the welcome aboard images, the text needs to be converted to outlines.
Much of it is still `<text>` #532.
- The "Submit" button should roughly match the third help panel, "3. Share your
article's summary". This should be coordinated with the share feature #542.
