Refactors CytoscapeToolBar so we can reuse our advanced toolbar features
(e.g. gravity, overflow button) in other panels -- creates a more generic
CyToolBar component.
It's now possible to add spacers to the tool bar, which also fixes the broken
spacer between the left buttons and the search field on Nimbus.
