GH Actions tests run on all push and pull_request
This should make it so that the tests run on GitHub Actions on all commits --
whether they be direct commits on a branch in the main repository or commits in
a pull request. The repo's settings still enforce that a member of the
Cytoscape Consortium must review and approve running GH Actions tests for PRs:
GitHub points out the possibility that a malicious PR uld be made to run
something destructive in GHA.
