major refactor deal with java 17 changes. Code will use JAVA_HOME if set,
otherwise will use jre bundled with Cytoscape, then try jre installed by
install4j in common directory, then oracle JDK, followed by eclipse and finally
microsoft. When searching Java must be version 17 and a JDK. Finally code
outputs a message if no JAVA_HOME is set and exits with non zero exit code. Fix
for CYTOSCAPE-12982, CYTOSCAPE-12508
