Hi Arthur

I think many people think they will get Austrian citizenship due to the recent
offer by the Austrian government to those of Bukovina (or any ex Austrian
Monarchy country) descent who suffered under the Nazis. As you may know from
my emails, I have also now opted for the “less fancy” Romanian passport – I am
due my second visit to the Embassy tomorrow and will report how things are
going.

My concern about the Romanian passport versus an Austrian one is that we don’t
know what will happen to the less “established” members of the EU (such as
Romania) – will they leave the Union or be forced out in years to come? The
reason most of us wish to gain one of these citizenships is for the benefits of
a EU passport, in particular now that we have had Brexit in the UK. I am not
sure why some of the US citizens want a EU passport – with all the freedoms
they have - although (in my personal opinion) the current Republicans are a
very scary group of people and who knows how much further to the right they
will move and how many voting restrictions will be legalised.

I am surprised your cousin, who left Austria after the Anschluss, could not get
citizenship. Did she try under this relatively new legislation? Maybe the
Austrian Embassy felt that as the family had left the country “early” they
were not subjected to any reprisals – which of course is nonsense, as most of
us whose families have had to flee will attest. Losing your home, your homeland
and your belongings is suffering enough and it endures through generations. But
if it is correct that you need proof of Austrian citizenship after the Bukovina
was annexed by Romania it is a difficult hoop to jump through. I am not sure
my grandparents even had an Austrian passport although my grandfather worked
for the Austrian State Railway during the monarchy and was an ”official” of the
government. Not sure if everyone was obliged to take Romanian citizenship after
1920 or thereabouts. Does anyone know?

Karin

Thank you Berti.
People just don’t understand that they will never get an Austrian passport just
because they’re grandfather was born in Czernowitz.
My cousin Clari, who was born in Vienna and is receiving a monthly Rente from
the Austrian government is unable to get an Austrian passport. The lates
request from the Austrian consulate in London was the original marriage
certificate of her parents. Her parents were married in Czernowitz in 1930 and
later moved to Vienna where Clari was born in 1935. They run away to England
after the Anschluss.

All you people who want to get an European passport try the Romanian, you
qualify it is so much easier. I know a Romanian passport is not so fancy but
it’s still an European passport.

As I wrote before, you cannot obtain Austrian citizenship under the new law
only because your parents or great parents had it. The Austro Hungarian period
is not relevant here, and the fact that Bukowina was part of it neither. You
have to be a descendant of an Austrian citizen who left Austria (not another
country like Rumania, Poland etc.) between 1933 and 1955, either directly
because of the Nazi regime, or after the war. Actually, the new law recognizes
the fact that even for the 10 years after the war, Jews had difficulties
staying in Austria and their descendants (3 generations) are rightfully
considered Austrian citizens. Forget about Bukovina without having a parent who
retained Austrian citizenship, or went back to Austria after the War received
it and left again before 1955.

To all those interested I would suggest trying the Austrian Consulate
& or Embassy in your area first solicitors can prolong be expensive,
next those that were young & deported never carried any documents on
their persons ,it was the parents. Czernowitz authorities have the
original birth register. Up to 1920 Bukovina was Austrian if you
remember ,some stories of your parents' past bring it up. Whatever you
do try the Austrian Embassy or Consulate directly they will advise you
no guessing. Got mine within 4 month. Good luck alles beste....
