Hi Farshad
You say you're using successfully D2RQ so you're publishing structured data. 
Now, if you want to create links from your dataset to others LOD datasets you 
need first to identify which are the datasets you want to link to (examples: 
http://labs.mondeca.com/sparqlEndpointsStatus/index.html )

and only then you can figure out the tools you will need to create these links 
: Silk will help you to automate link finding, but if you already know which 
links you want to add, you can just add them in you SQL database and include a 
new mapping like "rdf:seeAlso", or whatever property your data use to link to 
other data.
