Xiaojun-Zhang, I looked into this a bit more, and one possible problem might be that your editor saved the file in UTF-16 encoding, but Turtle files must be in UTF-8 encoding.
Check if your text editor has an option for “encoding” in the “Save As…” dialog, and make sure it's set to UTF-8. (If it doesn't have this option or doesn't allow UTF-8, then try a different/better text editor.)
