You should explain that to MySQL's legal department, then. They
claim that if you create an app that uses MySQL and does not work
without it, and you distribute that app, then your app must be GPL
even if you require the users to download, install and set up the
MySQL server themselves. Personally, I think that they use this
language in order to sell more commercial licenses, but AFAIK this
position has never been shown to be groundless.
