I believe these multiple refresh issues are gone now. I haven't
encountered it in a long time, so I'm closing this ticket. If it is still
an issue please reopen.
The main ticket responsible for the fix was [4488], where we began caching
calls to getFieldVal, however my work on the header was also responsible
(see in particular changesets [4444] and [4573]).
