#1233: Add Hide/Show property to ReportWriter bands

It would be nice if a band could be hidden as other report objects can be.
For example, in a report with a group say "people" and a subgroup (detail
band in this case) of "contacts"
If a person has no contacts, then why reserve the space for the blank
info?
group band...
[People_label]
[Smith, Fred] #field value self.Person
[Contacts] #label for detail band.
object.Show=self.hasContacts #derived from sql statment. In this test
case, self.hasContacts=False
detail band... #if the band had a Show property then the blank line(s)
below would not show and not take up space on the report.
[blank] #field value self.Contact [Some label]
[blank] #field value
self.ContactAddress
[blank] #field value
self.ContactPhone
