Because the ShowFullScreen() call doesn't do anything on hidden windows.
Try this: define non-maximized form, run it, maximize it, then close it
while maximized. Now run it again: if the form is not visible, it will not get
maximized, and when you subsequently show it, it will be the original normal
size, not the saved window state.
