Added float/decimal conversion cases to db tests.
Fixed some tests on dConnectInfo and dConnection to test on
more generic Exceptions rather than TypeError specifically.
Refactored the schema creation for the tests to keep it
generic if possible (MySQL, SQLite, and Oracle were all using
the exact same code, copied.)
