Great bug report! Turns out that it wasn't a Designer bug, but
rather a bug in the sizer classes themselves, in which the Parent
property of a sizer doesn't always get set properly, and it needed
that Parent object reference in the Designer to add the Layout
Panels. I just posted the fix to Subversion.
Like I said before, keep those bug reports coming!
