I'm wondering if this is related to the whole SDI/MDI issue, as it seems that the problem is that one window wants to come to the front, no matter which you actually select, and it only happens on Windows.

The eventual design is that each designer surface, like each code editing snippet, would be in a separate tab in a pageframe in the IDE. Maybe with Windows behaving the way it does, it might be a good idea to implement that now.
