This might be a enhancement request, i don't know yet. I do not like to have my code in the cdxml-files. At least in development. This might be different in the resulting application which is delivered to users.
Would it be possible to inherit a ClassDesigner Form in your own sourcefile? This way the devoloper could write the functions for the form without touching the layout. I think of your debugging output CLASSTEXT.py as a base for this functionality. I think there wouldn't be much to change for this (if it is possible). Just name the class and custom controls so that you can reference them and propose to write a utility which auotmates the build process so that it is transparent to the usage case (dev, prod).
