This is a Windows thing. For some reason it only works when you use the numeric keypad versions of those keys; using the keys on the main keyboard doesn't work. On Gtk and OS X they all work.
How odd.

I can verify that Ctrl+- works, but on this numeric keypad there is no equals (=) key. But Ctrl++ works.
