It does close when I close the last design surface.

In the current version when I run the Class Designer I get the Class 
Designer window, the Object Info window,  the Editing window and the 
console. Then I open my form via the Open option in the File menu in the 
Class Designer window. When I close my form, the other windows remain. When 
I close the Class Designer window, all the windows close.

In the previous version, when I followed that sequence and closed my form, 
everything went away.
