From the class docs: Specifies whether the toolbar can be docked and
undocked. (bool)
Currently, this only seems to work on Linux, and can't be changed
instantiation. Default is True.
From the wx docs: wxTB_DOCKABLE: Makes the toolbar floatable and
dockable (GTK only).
Sorry, it's a limitation of wxPython.
