Well, that's technically true, but sort of misleading.
There is really nothing much in 0.8.3 that isn't in the last Web
Update version. The only ones who will see a significant change are
those who got 0.8.2 and never updated since. Web Update keeps you
current without the bleeding edge risk that using Subversion may
cause, and without having to install svn and remember to regularly
update.
