If you aren't adding that space, then I would have to say that it's
the way wxPython handles toolbar sizing on Windows. But looking at the
right-hand scrollbars, it looks like there is indeed something between
the scrolled region, which includes the toolbar, and the top of the
form. Also, there is an extra space between the toolbar and the panel
below that is showing as dark grey, indicating that there is no base
panel underneath it all.
