Yes. However, if a subsequent part of the transaction fails and the
transaction is rolled back, the record will not be saved but
onSaveNew() will have already fired. If this is a concern, then you
might want to create your email in onSaveNew(), save it in a bizobj
att, and then send it in afterNew().
