I don't think it has to do with KDE versus Gnome.
I think it depends on the used style.
Try playing around with your KDE Personal Settings (Configure Desktop).
On my opensuse system KDE uses the setting QtCurve-KDE which is also
available as QtCurve-gtk2.
There a two settings in kcontrol, one called "Style" for KDE and one
called "GTK Styles and Fonts".
