I've run into this same problem and have tried the uninstall/download again and again. No go.
XP/SP3 The previous version I had installed ran fine, but since your latest posted version, I've been unable to get the runtime to function. Just when I thought I might have some real time to look into using this, I just can't get it to work. On to other things...
