Nothing juicy, just the standard stuff in the docstring: "Control
which is currently managing this window". What that means is that the
FloatingPanel is a dialog that appears in the context of its owner for
a brief interaction, and then disappears. Setting the Owner property
simply tells the framework where to position the dialog.
