I copied the code you posted, and replaced the edit page of an
AppWizard app I had with your code. Here are my results:

As you can see, the objects seem to have resized themselves
correctly; IOW, I didn't get the effect that you saw. I'm wondering if
this is a Windows vs. Mac difference.
Another thing I noticed is after I widened the form, I resized it
back to the narrower size, and instead of the panel shrinking back, it
remained the same size, and I got scrollbars on the window instead.
