I'm misunderstanding what is and isn't working. I think you see the "Test" menu 
item, 
but you haven't bound that menu item to a handler, like:

mn.append(caption="Test", OnHit=self.onTestMenuHit)

def onTestMenuHit(self, evt):
   print "Test hit!!!"
