I ran a test, and it confirmed what I thought: they are needed if their
spacing is part of the design. Here's an image with screenshots of the design

By commenting out the line, we prevent the panels from being created at
runtime, which, as is fairly obvious, changes the spacing on the form. I'll
have to think of an alternative approach.
