Actually Ed, your method doesn't work, but Adrian's does. When I set the:
self.DefaultValues = {"ProvinceState": "-Select A Province/State-"}
I'm back to getting the:
ValueError: Trying to set dDropdownList1.Value (DataSource: 'dbo.Cities',
DataField: 'ProvinceState') to these invalid selections: [u'']
