GENERAL: Parshas Zachor

The Kollel replies:

There are indeed opinions that the Berachos that are made before the Aliyah
of Zachor are a Birkas Hamitzvah for Parshas Zachor, which is why people
have in mind to be Yotzei with the Berachos (see Hilchos Chag b'Chag Purim
3:2).  

It is possible that a specific Berachah using the language of "Asher
Kideshanu etc." is not made due to the argument regarding how exactly one
is Yotzei the Mitzvah of remembering the actions of Amalek, and whether or
not it is possible that one is Yotzei this Mitzvah d'Oraisa on other
occasions (i.e. when he hears this reading during Parshas Ki Seitzei, or
even when learning in private).
