The Kollel replies:

When Yehoshua conquered the land, not only did he vanquish its leaders, he
"seized" the land itself from the influence of these monarchs. He made it
the land of the Jewish nation, which will have an entirely different
"character" and use a different set of heavenly conduits. To demonstrate
this disruption of the conduits of the nations, he had his generals step on
the necks of the defeated kings, showing in this manner that the necks (=
conduits) of those kings were no longer functional. <<
