I have heard in the name of Rabbi Kessin that the reason the dor HaMidbar do
not have a chelek is because since the revelation from the Makkos, Krias Yam
Suf, Mannah, and of course, Matan Torah was so complete, they really had a
limited ability to sin. Since the reality of Hashem was so tangible for
them, as it will be in the future after Moschiach, their true bechirah was
small.
