On daf 11a the gemara asks why the law of the miklat cities in sefer
Yehoshua is prefaced with a loshon azah-"vayedaber" and the answer is
because it is from the Torah. Rashi says that throughout Yehoshua it
says "Vayomer Hashem, because they are not from the Torah. What about
the command from Hashem in the early perakim of Yehoshua to circumsize
the bnei Yisroel (amar Hashem). That is min Hatorah. Also the entire
apportioning of Eretz Yisroel in sefer Yehoshua is min hatorah.

The Kollel replies:
The only possible difference I can see is that the commands you mentioned
were said to Yehoshua himself, whereas the command of separating the Arei
Miklat was meant for Yehoshua to relay to the Bnei Yisrael.
