Two changes in Cygwin:
1. Jarkko did some wizardry to enable thread builds on Cygwin
Another set of Hooray's for him!
2. Now that I detected that if I remove $PERLIO completely, all
tests pass, even in smoke, Someone might have additional opinions
Tests start here:
PERLIO = make lib/re.pm
Creating library file: libExtTest.dll.a
Creating library file: libExtTest.dll.a
Creating library file: libExtTest.dll.a
Creating library file: libExtTest.dll.a

All tests successful.
u=2.41 s=4.64 cu=318.74 cs=250.15 scripts=712 tests=70689
OK, archive results ...
PERLIO = perlio make lib/re.pm

# Failed test (../lib/Test/Harness/t/strap-analyze.t at line 467)

Now I have to alter the mktest.out parsing stuff to fake undef to
stdio in the reports, otherwise these successes are ignored completely
