The failures from -DPERL_DEBUG_COW come from change #24252. Some of the code
tries to call the assert macro while not using -DDEBUGGING. I have a
patch getting smoked now and should have it ready shortly.
I also have a patch for some of the bytecode/byterun issues showing up as
well that I will also be patching.
