Broken by the integration of 24271 (change 25673).
The effects of 24271 on Win32 were fixed by 24276 (which was also
integrated by 25673) and 24278+24280+24290+24318 (which were not
integrated).
So either more of 24271, or some part of those last four patches needs
integrating too.
