On second though, how feasible is it to

if (cygserver_running ()) {
    do_tests ();
    }
elif (cygserver_installed ()) {
    start_cygserver ();
    do_tests ();
    stop_cygserver ();
    }
else {
    skip_tests ();
    }

or is this too much of a security risk?
