I have to agree with Paul on this issue; Section 3.1 does not hurt
the draft and should not prevent its publication as an RFC.

I'm not as certain whether the language is ideal, and a separate
followup document further discussing the issue is not a bad idea.

But there is nothing wrong with this document noting the issue's
existance.
