It's intentional that replies to bugs don't get sent to the list, to avoid
excessive traffic on the list.  Anyone who has an interest in a bug can add
themselves to the cc list of the bug either by sending a reply to the bug,
or via the web interface, so it's not hard for people (who know this) to
keep in touch with bugs.  Several of the darcs core developers are
automatically cced on all bugs, but others prefer to keep their mailbox a
bit cleaner and only subscribe to bugs they are interested in (or maybe the
use the web interface?).  If you think the bug is of interest to the entire
developer community, you should CC the darcs-devel list on your reply.  But
as a general practice, I don't think it's a particularly good idea.
Patches should always be sent to the list, and possibly also to the bug
tracker (if it fixes a bug), since I'd like all darcs developers (or those
observing darcs development) to be able to comment on patches before they
go in.
