This looks like it'd be good to have.

We are already breaking Windows 98, although in a very minor way.  This
would represent much more substantial breakage.

Since nobody responded to Juliusz's headsup re: breaking Windows9x,
I'm going to accept the patch.

I'm also going to post a second heads up on darcs-users.  Maybe somebody
will care deeply about Windows9x and submit the relevant autoconf
fiddling and/or ifdef stuff.
